Thanks, i was fun to read that again. Looks like they toned it
down a fair bit for formal publication. Ah well, caustic vtriol is
fun, but I guess it doesn't fly everywhere (to mix a handful of
metaphors).

The Little Hero That Could.
There was once a hero who had Running 30", with the SFX of
"Wheels", Only In Hero ID (-1/4).
He also had a power construct that was dependent upon the Running
to function. He didn't take Linked mind you... (heavens no!), but rather
stated that the power had a Limitation: Scaled (-1/4) by Active Points,
which would let him use equivalent Active Points of HKA 4d6, with the SFX
of "Extremely Deadly Concussive Force."
Now, the question emerges:
Despite the fact that the HKA requires Running to function, would
he also be able to apply Only In Hero ID, by extention, to the HKA as
well
OR
Since the HKA requires Running to function, and since Running may
only function In Hero ID, the HKA may not have Only In Hero ID applied
because Running, which is Required, is already an intrinsic part of the
power construct (one power can not exist without the other).

Saruman was the leader and most powerful of the Order of the Istari.
In Aman, he was known as the maia Curumo (the Shaper), and like
his appointed adversary Sauron, he was of the host of Aule, the Smith.
Arriving in Middle-Earth first of the Istari, he was known by the Elves
as Curunir, the man of craft and by men as Saruman, the wise man.
He was "of noble mien and bearing, with raven hair, and a fair voice,
and he was clad in white; great skill he had in works of hand, and he
was regarded by well-nigh all, even by the Eldar, as the head of the
Order."
Over time, he became especially well-versed in the works of great
craft, including the Elven Rings, and the works of Sauron. He travelled
much in the unknown East, and of those travels no tale tells, but
when he returned in Third Age 2463, he was made head of the
White Council. In T.A. 2759, with the consent of Steward Beren
of Gondor, he settled in Isengard, at the tower of Orthanc.
For a time, it seemed that Gondor and Rohan had received a
great friend. But in truth, Saruman had become corrupted during
his travels, and sought the One Ring for his own power. He had
settled in Isengard to use the palantir there to search for the Ring.
For this same reason, he convinced the White Council not to
attack the Necromancer in Dol Guldur, for Saruman knew the
truth, that the Necromancer was Sauron, and hoped that if it's
dark lord remained undisturbed, the One Ring might make its
presence known.
In 2953, Saruman declared Isengard to be his own, and began
to gather to him bands of orcs, who under his command began
to harrass Rohan and Fangorn. He also began to spy on Gandalf
and the Rangers of the North, sure that they sought to cheat him
of the One Ring. Around the year T.A. 3000, he used the palantir
and was trapped by the will of Sauron. Sauron allowed him to
escape. After this, Saruman was under the domination of Sauron,
though he thought himself free.
His agent Grima began to twist the mind of Rohan's king Theoden
about the year 3010. By 3019, Saruman declared himself to be
Saruman the Many-Colored, and foreswore his allegiance to Aman.
During the War of the Ring, Saruman tried to seize the One Ring
by sending a band of orcs to attack the Fellowship of the Ring. They
succeeded in capturing only Merry and Pippin. The orcs fled an
attack of the Rohirrim, and wound up in Fangorn forest, where their
presence aroused the great ents, who marched on Isengard and
destroyed it.
Later, the resurrected Gandalf threw Saruman out of the Order of the
Istari. Saruman fled to the Shire where he became a petty lordling
called Sharkey (after the orcish Sharku, "old man"). He was slain
by an uprising of hobbits led by the returning Merry and Pippin, and
his spirit refused entry into Aman.
NOTES:
1) It is interesting that both Saruman and Sauron were originally of
the host of Aule. Poor Aule had better have some basic loyalty
training in the ranks, I'd think.

Well, the *cheapest* way is simply to buy a decent amount of Telekinesis
with an OIF (or, conversely, Only In Hero ID. How often do you want to lose
that ring?). After all, most of what the classic (and even the new &
improved) GL did was manipulate force constructs (Picking things up.
Knocking things around). For full GL flavor, add Flight, FTL Travel and
Life Support (for zooming through space) and perhaps a Force Field.

Yeah, just like, if you put a limitation of a Multipower, it applies to
the slots. Though, if it's a limitation that is only meaningful to =
Running - like 'takes a turn mode' or something, it clearly wouldn't
apply to the HKA.

Sauron, though he never appears in the novels, is the eponymous
"Lord of the Rings". He was originally one of the maiar of the
smith, Aule, and remained a clever shaper of objects ever after.
But he was corrupted by Morgoth and became his chief lieutenant
in the lost ages of the world. When Morgoth dwelt in Utumno and
sought to rule the world, Sauron dwelt in Angband and ruled
a vast empire of orcs and trolls. He escaped capture during the
Battle of the Powers and lay hiding in Middle-Earth during the
three ages of the Chaining of Morgoth.
When Morgoth returned to Middle-Earth, he was soon joined
by Sauron, who was his greatest general. In First Age 457,
Sauron seized the elven tower of Minas Tirith (not the same
as the one in "The Lord of the Rings"), filled it with werewolves,
and began to ravage Dorthonion. In 466, he captured Beren
and Finrod, and fed Finrod and his elves to the werewolves.
Beren was rescued when Luthien came and fought a sorcerous
duel with Sauron, defeating him and destroying Minas Tirith.
Sauron then fought with the great hound Huan while disguised
as a werewolf. Defeated again, he fled to Taur-nu-Fuin, where
he remained until the end of the First Age.
After the Final Battle, he submitted himself to Eonwe, herald
of the Valar, but on being told he would have to return for
judgment to Aman, his pride forced him to flee into the east
of Middle-Earth, where he remained for many centuries. He
returned around the year Second Age 500, and began to gather
bands of orcs and trolls to him.
Around S.A. 1000, he began the building of Barad-Dur in Mordor.
At the same time, he took on an angelic form and visited the elves of
Eregion as Annatar, the Lord of Gifts. Here, he corrupted many of the
greatest Noldor smiths, including Celebrimbor. For the next seven
centuries, the Noldor and Sauron built many great wonders, including
the Rings of Power. But in secret, Sauron created the One Ring,
to rule and bind the wearers of all the other Rings of Power to his will.
When Celebrimbor learned of Sauron's treachery, Sauron resorted
to war (1693-1700)and overran Eregion, but was defeated by the
alliance of the elves of Lindon under Gil-galad and the men of
Numenor under Tar-Minastir.
For more than a thousand years, Sauron built up an empire
in the east, promoting the worship of Morgoth. It was probably
during this time that he gave the Rings of Power to men and
dwarves, and so created the Ringwraiths. When, in 3362,
he proclaimed himself the King of Men, he aroused the wrath
of Numenor, and King Ar-Pharazon landed a vast force at Umbar
and marched on Mordor. Abandoned by his allies, Sauron was
forced to submit and came to Numenor in chains. But Sauron
turned their strength against them. So skillful and orator was
he, and so vain had the men of Numenor become, that he
convinced them to become fearful of death, and to attack Aman
to seize the gift of immortality.
When the great Numenorean fleet arrived in Aman, the Valar
laid down their charge over creation and called upon Eru, the One,
who destroyed not only the Numenorean fleet, but all of Numenor,
and reshaped the world into a sphere, so that Aman was now a
place apart. Only a tiny band of faithful Numenoreans survived
to found the realms of Gondor and Arnor. Sauron's body
was destroyed in the drowning of Numenor, but because of the
One Ring, he could not truly die. But he could never again
take on a fair shape. Ever after, he took the shape of a black
and burning hot body, or of a flaming eye.
Furious, Sauron returned to Middle-Earth to destroy the
remnants of both elves and men. In 3429, he attacked Gondor,
taking the citadel of Minas Ithil and destroying the White Tree,
thought to be the last descendant of the Two Trees of Aman.
His army was defeated at Dagorlad in 3434, and in 3441, the
final battle was fought on the slopes of Orodruin. He killed both
Gil-Galad and Elendil, but his body was in turn, destroyed by them.
Elendil's son, Isildur, cut off the One Ring and claimed it as his own,
though Elrond and Anarion urged him to destroy it.
Without the One Ring, Sauron was slow to reform a body, but
by Third Age 1000, had returned in the disguise of the Necromancer,
and harassed the Dunedain of the North from his fortress at Dol
Guldur. In 1300, he sent the Lord of the Nazgul north to form the
kingdom of Angmar, which became the chief foe of the Northern
Realm.
After the Great Plague in 1634, Gondor no longer had the
strength to keep a full-time watch on Mordor, and the nazgul
entered it to prepare the way for Sauron. In 2002, they seized
the tower of Minas Ithil, and Sauron gained control of the
palantir there. In 2063, when Gandalf entered Dol Guldur
to learn the Necromancer's true identity, Sauron fled to the
East. He returned in 2460, but was driven out by the White
Company in 2941. From there, he fled to Mordor, where
he openly proclaimed himself. Sauron was destroyed in Third
Age 3019, when the One Ring fell with Gollum into the fires of
Orodruin.
At the time of the War of the Ring, Sauron was again at
the height of his power, and a step away from crushing
the hated remnants of the elves and men of Numenor. His
empire included thousands of orcs, trolls and other, darker
things, as well as hundreds of thousands of men from his
tributary states to the east and south.
Sauron was the single most powerful creature in Middle-Earth,
and his magic and malice were unrivalled. Sauron is Sinda
for 'abominable'. In Quenya, he was Gorthaur the Cruel. He was
also known by many other names, including the Dark One, The
Lord of the Rings, The Lord of the Earth, The Lord of Gifts, The
Lidless Eye, The Nameless One, The Black Hand, and the Evil
Eye.
NOTES:
1) Almost any attempt to model Sauron is sheerest folly, and I
am the first to admit that this model is at best a vague representation.
2) The limitations on Narsil's Bane apply only to the armor-
piercing advantage.
3) All of the items owned by Sauron in this write-up are based
on his write-up for Rolemaster in ICE's "Dol Guldur". Sauron is
never said to have any items other than the Rings of Power in
the novels.
4) The limited type of powers for Sauron's VPP are basically
"Dark Lord Powers". There is little he can't do, and these
powers are limited more by story and style than by any hard
and fast rule. He doesn't grow to astounding size or
summon hoards of treasure, but there is no reason he can't,

No Time to Change), OIF. That'll give you a 75-point pool (if my math is

my quetison is, it's been showed that people can add their wills to it by
touching the right while GL is using it (superman being the one that
instatly comes to mind in an issue of Action comics). How owuld you right

His powers would include:

Cuff Links, 2 chain style cuff links that expand when thrown and entangle
the target.
Power Tie: Adjusting the Knot (Gestures) boost his power (AID)
Razor sharp Business Cards: RKA
High Range Radio Hearing / Transmit: Cell Phone
And last but not least: The super beeper.
Danger Sense: Message on Beeper --- DUCK!
or worse yet, clarisence. I can picture it now. Beep, Beep, What that?

If your math is right, that answers the economy part of the request. But a
GL-style Power Ring has other features, many of which are Limitations, but
some of which will add to the cost of the thing:
* Doesn't affect anything colored yellow.
* Must be recharged every 24 hours; requires the recitation of an oath and
the presence of a Power Battery to do this.
* Operation of the VPP is EGO-based (anyone with a strong enough Will can
use it).
* The ring provides [Persistent] Life Support.
* Onboard AI. The ring can be given instructions -- and indeed comes
preprogrammed with a set of instructions -- enabling it to act on its own
to a limited extent, and carry out the will of its owner (or of the Oans,
in the case of the preprogrammed instructions).
The ring is capable, under its own power and without a wearer, of Flight
and Invisibility, and has access to a range of Senses/Detects including
Detect Worthy Ringbearer (Being Without Fear). Rather than give the ring a
host of Powers outside the VPP that the GL has access to, it's probably
simpler just to give the ring access to that same VPP. This would make the
VPP more expensive, though.

I thought about that. I thought of modelling him with and without
the One Ring, but decided against it since he never has it
throughout the Third Age and the game is over if he ever
does get it! But you are right - it should be a disadvantage.
Perhaps a Physical Limitation?

In Third Age 3018, King Theoden of Rohan allowed Gandalf
to choose any horse from his herd, and Gandalf chose
Shadowfax, so called for his silver-grey coat.
Shadowfax could run for twelve hours a day, and outrun
any steed of the nazgul. He bore Gandalf throughout the
War of the Ring without any bit or bridle.
NOTES:
1) Some will argue with the human-level intelligence. I do not
intend that Shadowfax be a magical talking animal, merely that
he seems to be present when needed and to have an understanding
of what is needed that is deeper than most animals.
