I wouldn't want to make such an obvious distinction between heroes and
villains. It would ruin all those traditional moments when heroes first
meet, don't recognize each other, and start fighting, and those occasions
when the heroes get suckered by a charming villain. Besides, I have plenty
of NPC's (and a few PC's) who can't be reduced to either category.

Actually, I believe the average American male is around 5' 10", not 6'. :-)
A 25mm figure is slightly larger in scale than HO scale, but it is smaller
than 1/61. Off the top of my head, 25mm is 1/72 or 1/76 scale, but I can't
remember which. Note that a 25mm figure should be approximately 25mm from
bottom of boots to the eyes. That is how figures are measured. This comes
from the days where miniatures were used only for tabletop war games. The
soldiers had all sorts of hats, and so the standard was size was based on
boot bottoms to eyes, taking the hidden top of the head out of the equation.
I agree that many miniatures sold today are closer to 30mm than to 25mm. I
believe the correct scale for Hero (1" = 2m) should be closer to 23mm,
though it has been a while since I messed with this. :-)

Are you guys measuring from the bottom of the base, or the soles of the
feet?

The scale *was* 1/72 (25mm = 6 feet) some mumble mumble years ago when I
first got into gaming. Then "inflation" struck as various sculptors made
their 25mm figures 'just a little bigger' to make them look better.
Now, according to a source of mine with old & deep connections in the gaming
& miniatures hobbies, the current official standard for "25mm" figures is
25mm from the soles of the feet to eye level of an 'average' person: 1/66
scale or 25mm = 66 inches (5'6").
I have a few fantasy figures made to the 'old' 25mm scale (anyone remember
Martian Metals?) but most of mine are in the 'new' scale.

game based on The Tick. At last, characters that would make no sense

Sounds cool. Having loved the comic ever since I first saw it, back
when I still bought comics. That comic is my only regret of not
buying comics anymore. (See, if I go into a comic store, I'll
just want to get the Tick. After a while I'll wind up buying
Secret Crisis Wars of Infinite Boredom as well. Cold Turkey is
better.)

Pulsar is in negotiations with NEC, that's all. Perhaps if Mark were to
make them an offer they couldn't refuse... :)
