Actually I meant any reasonable Limitations. 
Focus could be the Holy Cross, or just the regular gold charm fish 
she wears on her wrist. Or it could be simply Extra Time, since 
(depending on your theology) god can supposedly hear mental prayers. 
 
Or just Gestures, such as kneeling, etc. But if we must be completist, 
the only ones I can see as being appropriate: 
Gestures, Incantations, Costs END, Extra END, Extra Time,  
No Cons.Control, Focus (at any level), Side-Effects, Concentrate,  
Visible, RSR(with or without SideFX) , Only in Hero ID,  
Limited: only in good faith or with a clean conscience (which is 
just like her multipower)

had the COM argument before. I'm not shy about handing out superhumanly 
good-looking numbers. I'm not lowering the number. IMC she's one of the 
ten best looking mortals on the planet. IMC the best looking super-model 
(if you can call such skinniness beautiful) would have a COM of 23 or 
so. 
So yes, she's 2.25 times as lovely as the top percentile.

Bambolea was an idea I had been tossing around for a long time.  
She didn't get a name until I got an album by the Gypsy Kings,  
with their upbeat version of what is apparently a traditional  
Spanish melody and lyrics. Mainly I've just seen/read/talked  
about latinas a lot lately, for no reason: such as Gloria Estefan,   
my Puerto Rican ex-girl-friend, Linda Ronstadt, my best friend's  
Puerto Rican ex-girl-friend, Paula Abdul, and my second  Puerto  
Rican ex-girl-friend, and of course Selena.  
 
But yeah the more I think about Buckaroo Banzai, the more that makes 
sense. She only adventures (fights crime) part time, is talented in 
many areas, isn't rattled by much, and doesn't need the money, all 
just like Banzai. I can just picture John Lithgow mocking her: 
"Laugh awhile you can, monkey-gal" Then of course she might punch him 
across the chops because she finds the evolution reference offensive :) 
 
I'm quite flattered that someone would use her in a campaign. That's why 
I posted her (or any character I post) All I'd ask is that she remain 
the 
genuine article. What I mean is that she's just not like most of the  
religious people you'd see on TV for example. She's not preachy, 
screachy, 
judgmental, hypocritical, hollow or delusional. Of course your mileage 
with  
her will vary wildly, depending on how you view religion, god, 
theology, etc. 
in your life/campaign. I'd say she's somewhat like a paladin: 
empowered by 
god to fight evil. Although she's not overboard or fanatic about it, 
after 
she takes time out for a "regular" career and approaches the whole 
picture 
in a balanced way. 
 
Possible Campaign Hooks: 
 
1. She's singing the national anthems at a big event, such as the 
olympics, 
world cup, etc. and EUROSTAR attacks. She becomes the erstwhile ally of 
any heroes at the event. 
 
2. She calls the PC heroes to help her finish a case, since tour time 
is coming up and she's in the middle of a big mess. 
 
3. If a PC owes UNTIL a favor, they could get tapped to help her when 
she calls in a favor from them. 
 
4. Reverse of 3 above, PC calls in help from UNTIL, and they're busy, 
so they ask Bambolea to help the PC. 
 
5. She's not a combat monster, she could captured and need PCs to rescue 
her. (not likely given her resourcefulness and Luck) 
 
6. Nno-one in the PC group knows anything about some powerful religious  
artifact, so she is the natural choice to inivite along and take it off  
their hands and maybe it ends up in some huge warehouse full of 
thousands  
of identical wood boxes, then the PC's have to find it again. 
 
7. She asks the PC's to get Jaguar off her case: 
  JAGUAR: "My honey my baby don't put my love upon no shelf" 
  BAMBOLEA: "Don't hand me no lines and keep your hands to yourself" 
  JAGUAR: "I want you real bad, I'm about to give in" 
  BAMBOLEA: "Let me tell you about true love, tell you about sin..." 
  JAGUAR: "Honey I'll live with you for the rest of my life..." 
  BAMBOLEA: "No huggy no kissy until you make me your wife!" 
  JAGUAR: "My honey my baby don't put my love on no shelf"

Designers Notes: 
Kushami an the ultra-violent character introduced rather early in the 
Dragonball series.  Goku runs into her while searching for a cute girl to 
keep Kamesennin company.  At the time, Kushami was fleeing the police, 
having just robbed a bank.  We quickly learn that Kushami has two distinct 
forms, Kushami herself, and the very nice and gentle Ranchi (pronounced 
'lunch').  These forms switch when ever Kushami/Ranchi sneezes.   
 
Kushami/Ranchi end up staying with Kamesennin for some time, before 
leaving to live with Tenshinhan and Chao-zu.  The duo were never more than 
minor characters, however, and eventually vanish from the series all 
together.  According the the end of the anime, Ranchi makes her living 
driving a delivery truck.   
 
Description: 
Kushami and Ranchi both stand about the same height, which is looks to be 
5'8" or so.  They both have slim builds, narrow waists and long legs. 
Kushami is blonde, while Ranchi  has black hair.  Both have thick wavy 
masses of hair, wear it very long.  Due to their constant switching, 
clothing varies greatly, although Kushami wears 'action' oriented 
clothing, while Ranchi prefers dresses. 
 
Powers Notes: 
Aside from their switching forms, the duo have no real powers.  Kushami 
does seem to be able to produce guns instantly upon appearing and is 
always armed.  Her guns power means that she can have virtually any kind 
of hand gun or other small arms the GM desires, complete with +1 STUN or 
Autofire capabilities.  Kushami has been seen to use shotguns, SMGs, 9mm 
automatics and a Colt M1911.  Kushami skills are derived from a few 
sequences in the manga as well as a logical projection of what she should 
know. 
 
Ranchi is a 0 point character.  She should have 8's in most of her 
Characteristics (even INT - Ranchi doesn't seem all that quick on the 
uptake), a COM of 18 (or 20) and a few minor skills like KS: & PS: 
Cooking. 
 
Disadvantages Notes: 
Kushami is bad tempered, violent and greedy.  She robs banks, steals gems 
and complains when prevented from hi-jacking a plane.  She has a great 
liking for guns and will gladly shoot anyone that offends her (which is 
most everyone).  She's good to have around in a fight, if you can tolerate 
having her around *before* the fight.

Designer's Notes: 
Raditz is Goku's older brother and one of only four Saiyajins to survive 
the destruction of the Saiyan homeworld.  He comes to Earth in Vol 17 to 
find Goku and check to see if Goku's completed his mission of wrecking the 
planet.  Since Goku hasn't (and, in fact is married and has a son - Gohan) 
Raditz is a bit peeved.  He feels his brother has gotten soft and weak and 
kidnaps Gohan in order to force Goku to destroy everything.  Goku, joined 
by Piccolo, tracks Raditz down to recover his son.  In the course of the 
battle, we see the first glimpse of Gohan's possible power, Piccolo looses 
an arm and Goku and Raditz are killed.  As a side note, the name "Raditz" 
is a play on the word "radish". 
 
Description: 
Raditz is tall, broad and very muscular.  He is almost as tall as Piccolo, 
making him close to 7' in height.  His hair is a thick black mane that 
falls to his knees.  He wears brown and white Freezer armor over a black 
bodysuit. 
 
Powers Notes: 
Raditz's powers are very basic, mainly because he had so little 'screen' 
time.  He has all the standard ki powers, including flight, leaping, 
resistance to harm and the ability to fire energy blasts.  We see him toss 
at least two kinds, one is the standard energy blast, and another is some 
sort of flaming ball that is powerful enough to stun Goku and knock him 
out of the sky.  Raditz has been given a simple energy blast multipower to 
simulate these effects.  Note that Raditz has a tail and can become a 
Were-monkey (but he's less than the point total of the Were-monkey, so 
there is no change to his character sheet). 
 
Raditz wears a standard suit of Freezer armor, covering his torso, 
shoulders and thighs.  He also wears a scouter.  He has been seen catching 
bullets out of the air, and kills a farmer by flipping the man's rifle 
round back at him.   
 
In the anime version of the series, Raditz is seen lifting a small truck 
with one arm.  Thus, his STR of 35 is only a projection.  It could be 38 
to 40 if the Game Master wishes. 
 
Disadvantages Notes: 
Aside from his standard Racial disadvantages, Raditz has a few specific 
psychological limitations.  He will kill without hesitation, killing a 
farmer right after landing.  He is more than willing to kill Goku, Piccolo 
and just about everyone else he meets during his short appearance in the 
manga.  Naturally, Raditz is quite arrogant and totally convinced of 
Saiyajin superiority.  Everyone else is just a weakling to Raditz, not 
worthy of his attention.  Raditz is very dependent on his scouter, 
constantly referring to it to find out the power level of who ever he's 
fighting.  He also tends to express disbelief at any values the scouter 
gives him, especially if they are higher than what he assumes should be 
the 'normal' values.  Finally, Raditz is very manipulative.  He kidnaps 
Gohan in order to force Goku to kill for him, and promises Goku virtually 
anything in order to get Goku to release his tail (and allow Raditz to 
regain his strength).  Naturally, once Goku lets go, Raditz turns on him, 
smashing Goku into the ground.

Designers Notes: 
Tenshinhan is one of the first really powerful characters that Goku 
encountered. Trained by Tsurusennnin (a rival of Kamesennin), Tenshinhan 
fought Goku in the 22nd and 23rd Tenkaichi Budokai, winning the 22nd, but 
loosing to Goku in the 23rd.  In both Tenkaichi Budokais Tenshinhan 
demonstrated some amazing ki powers, several of which were never seen 
again.   
 
After the 22nd Tenkaichi Budokai, Tenshinhan renounced his association 
with Tsurusennnin and became one of the Z-fighters, helping Goku battle 
the Evil Demon King Piccolo, Nappa, Vegita, Freeza and Cell.  He was 
killed battling Nappa and Vegita and almost dies later on in a fight with 
Cell.  Although a secondary character, Tenshinhan is a powerful fighter, 
with some impressive ki powers, and appeared frequently throughout the 
series. 
 
Description: 
Tenshinhan is tall and broad, standing at least six feet in height.  He is 
well muscled, bald and has three eyes (with the third set right above his 
nose in the lower half of his forehead).  He normally dresses in green 
trousers, white boots and a yellow sash for a belt.  At other times he 
wears a partial tunic that leaves most of his chest bare.  When fully 
dressed, he wears Mandarin Chinese looking clothing. 
 
Tenshinhan has a long scar running across the right side of his chest. 
This is a result of a fight with Tao-pie-pie, after Tao-pie-pie was 
rebuilt as a cyborg. 
 
Powers Notes: 
Tenshinhan is the master of a number of unique ki powers, many of which he 
only used once.  Starting from the top, we have: 
 
	Dodonpa - this is a powerful ki blast that is short from one 
finger.  Initially, the Dodonpa was more powerful than the Kamehameha, but 
the Kamehameha can be increased. 
	Kamehameha - *the* signature attack of the series, the kamehameha 
is a powerful blast of ki energy created by cupping one's hands to the 
side and then thrusting out with the arms. 
	Kiai - by focusing his ki and yelling, Tenshinhan can dispel and 
dissipate incoming ki attacks. 
	Shinkikoho - Tenshinhan brings his hands in front of his face, 
touching thumbs and index fingers.  Sighting through the open space, he 
then unleashes a massive blast of ki energy that vaporizes anything it 
hits.  This attack can be very deadly, however, and can kill the user. 
	Taiyokan - this technique releases a bright flash of light from 
the body, blinding anyone nearby. 
	Shishen no Ken (12 Eyes) - by using this technique, Tenshinhan can 
divide himself into 4 identical duplicates, each 1/4 the power and speed 
of the original. 
	Shiyoken - this allows Tenshinhan to grow an additional set of 
arms, allowing him much greater flexibility in hand-to-hand combat. 
	Zazoken (One pattern) - by moving quickly, Tenshinhan can leave an 
afterimage behind, confusing his opponents as to where he really is. 
 
Naturally, Tenshinhan can utilize a number of other, more common, ki 
techniques, including flight, moving too fast to be seen, detecting 
other's ki and deflecting (and possibly *reflectiing*) ki blasts fired at 
him. 
 
Disadvantages Notes: 
Tenshinhan was originally very arrogant, and very sure of himself.  He 
shattered Yamcha's leg in the 22nd Tenkaichi Budokai and was very 
confident about beating Goku in the finals.  Interestingly enough, he was 
angered by Tsurusennnin having Chao-zu interfere in the fight and demanded 
that Chao-zu stop.  When Kamesennin rescued Chao-zu from injury and or 
death, Tenshinhan began to doubt his former training.  He also stated that 
he was not a killer, and had no desire to replace Tao-pie-pie 
(Tsurusennnin's brother) as an assassin.  Tenshinhan has become more of an 
honorable fighter, disdaining the use of weapons and other tricks and 
preferring to win his fights fairly, using only his own skills and ki 
powers. 
 
Tenshinhan's closest friend and constant side-kick is the diminutive 
Chao-zu.  The two are inseparable and are often found together. 
Tenshinhan is very protective of him, and will do his best to keep him out 
of harm's way.

I didn't notice any glaring mathematical errors in your treatise, though  
I admit my eyes glazed over about halfway through paragraph #3, since I  
find probability & statistics stultifying (one of the reasons I dropped  
out of being a Psych major).  However, I did find one major conceptual  
error. 
 
I will now read to you from the holy Big Blue Book.  Everyone, please  
open your hymnals to page 76, section "Mental Defense", paragraph 1:   
"Characters start with 0 Mental Defense, but a character who purchases  
Mental Defense gets a defense equal to his EGO/5, plus the number of  
Character Points spent."   
 
Mathematically speaking, this is identical to the formula for Energy  
Defense (which is based on CON with a point cost equivalent to EGO).   
Granted, PD (being based on STR) is cheaper, but otherwise the point  
breaks for MD and PD/ED are identical.  Granted, MD has a minimum point  
cost of 5, but unless you're EGO is 60, you probably want to have an MD  
at least 5 points higher than your EGO/5, anyway.   
 
I don't know, maybe I am the only person on Earth whose rulebook  
contains that sentance, for I have had this discussion many times with  
many experienced and capable Hero System players who are convinced that  
MD works like PowDef or FlashDef and is a straight point-for- point  
cost.  This is not the case.  Even non-mentalist can (and often should,  
depending on character concept) consider devoting 5-7 points to Mental  
Defense, just to represent a strong will.  (This was a common enough  
mechanic in Marvel Super Heroes, where even the Thing had an excellent  
Psyche, to represent the fact that he was resistant to mind control.)   
 
As for your other calculations of the relative worth of Mental Damage  
Reduction and Mental Defense, they apply equally to PD & ED vs. regular  
Damage Reduction, which is why Damage Reduction has a little magnifying  
glass next to it.   
 
IMHO, Mental Damage Reduction should apply to all attacks that Mental  
Defense covers, just like the Physical and Energy forms apply to all  
relevant attacks in their special FX category.  Also, as pertains to  
Mental Illusions, MD should apply to the Mental Illusions Power, while  
all damage done by the illusion should be applied against the defense  
the character believes is being affected.  Thus, illusionary bullets  
would be applied against PD, hallucinatory flame goes against ED, and  
imaginary Mind Control (betcha hadn't thought of THAT) should go against  
MD, if your GM allowed it at all... ;)

What has come up in our campaigns for the strong willed type, is for 
them to buy mental reduction, with the limitation that it doesn't effect 
EGO attack (-1/2 to -1 depending on frequency). at the -1/2 level this 
gives 1/4 reduction for 7 points, and 1/2 reduction for 13. 13 points 
and any mental 'effect' powers (mind control, Mental illusions ect) is 
halved. This makes it very difficult to affect the mind of the character 
but still just as easy to fry his brains with an attck. 
 
Assuming an Ego of 18 (strong willed as we said) and 1/2 mental 
reduction Effects only -1/2, on average a 12d6 mind control will just 
break the 'equal to' ego level and not get anywhere near +10. A really 
good roll (say all fives) will just break +10 level.

Although with mental damage reduction the ability to get the bonus over 
ego enough to cause damage will be very difficult to do.
