Kachmeer will do anything except fight for someone else. 
She fights only for herself. Now for you she might concentrate
on you and your agents hands, and the next time you rob a bank
you will not fail, but she gets a huge cut, like 33%.

Tactics: she waits three or four blocks from a heist or battle,
and Aids whoever paid her in their combat. Like an angel she
guides the hands of the chosen. It takes a seasoned mentalist to
tell that all the agents guns are preturnaturally accurate.
She clairvoys the battlefield and Aids those she's paid to aid.
To a normal observer she looks like any other foreigner just
waiting for a bus while listening to some tunes. But in her mind's
eye she orchestrates battles and tilts the outcomes.

Kachmeer carries a mean open-hand chop and a flash-gun for backup.
All her fringe benefits are issued by New Delhi and should carry 
no weight outside of India. For example her license to kill is 
legal  but actually  only in her home, but she has conned several 
jurisdictions world-wide with it, and should have an INTERPOL APB
for murder with her name on it, but she's got off scot-free.
She rarely wears a costume and often goes plainclothes, pulling 
out the spandex only when she plans on intimidating or beating the 
snot out of some superheroine. She's only 5'7" and weighs 145 pounds,
but she can break in a car-door with her martial kick.

Kachmeer is not a villain in the strict sense of the word. 
She is honorable and will fight for Truth, Justice and the 
American Way as long as T.J.a.t.A.W pays on Friday. 
She's a neutral G.D.I. and has friends in all kind of places.
